The Collinsville Independent School District (CISD) Board of Trustees has announced lone finalist, Dr. Kimberly Welsh, as Superintendent of Schools.
A dedicated, veteran educator with 33 years of experience in Texas public and higher education, Welsh brings a rich history of instructional leadership, operational strategy and a student-centered vision to CISD.
Welsh’s lifelong connection to education and service began as the child of an Army officer, growing up in communities across the United States and overseas. This mobile upbringing instilled in her a deep adaptability, a strong appreciation for diverse perspectives and an enduring commitment to community connection - values that have defined her career in public education.
Her education career spans every level of the system. Welsh began in the classroom as a regular and special education teacher serving students across elementary, middle and high school campuses.
Her administrative leadership journey progressed through roles as an elementary principal, Director of Special Education and Director of Institutional Effectiveness.
Following her work in campus administration, Welsh served 16 years as a professor and coordinator of the Graduate Reading Specialist Program at Stephen F. Austin State University, training the next generation of Texas literacy leaders.
Driven by a desire to apply her higher-education research directly to district operations, she returned to public school executive leadership as Assistant Superintendent.
“It is an absolute honor to join Collinsville ISD,” Welsh said. “Collinsville is a special community built on strong traditions, student pride and a deep commitment to excellence. My leadership philosophy centers on contributing tangible value, serving with humility and building clear, supportive systems where our teachers, staff and students can learn and thrive.
“I look forward to listening, learning and partnering with our board, staff and families to honor our roots while building a bright future together.”
Welsh earned her Bachelor of Arts and Master of Education degrees from the University of Mary Hardin-Baylor, and completed her Doctorate in Curriculum and Instruction from Texas A&M University–Commerce.
Outside of her professional work, Welsh has been married for 34 years to her husband, Rob. They are the proud parents of three adult children: Christopher (32), an active-duty Army soldier stationed in Seattle; Bryce (27), who lives in Houston with his wife, Karen; and Emma (20), a junior at the University of Oklahoma. Completing their family at home are three beloved labradors, Honey, Biscuit and Sugar.
The role of CISD Superintendent became vacant when previous Superintendent Matthew Davenport resigned in June 2025. Two weeks later, Dr. Harold Colson was named Interim Superintendent and has served in the role until now.
Welsh will officially assume her duties as CISD Superintendent in mid-December.
