At 8:40 p.m., Matthew Vincent Friend, 47, of Las Vegas, Nevada, was arrested at 112 W. Main Street in Whitesboro on charges of certificate of occupancy camping within a municipality.
At 9:20 p.m., Thomas Victor Seelye, 56, of Whitesboro was arrested at 114 Pecan Street on charges of certificate of occupancy connection to municipal service required.
