Whitesboro just finished something important: our 2045 Comprehensive Plan. In plain terms, that plan is our community’s long-range “game plan.” It lays out where we want to go, what we want to protect and what we need to build so we can grow the right way.

In 2026, we’re focusing on projects and improvements that connect directly back to the plan’s big goals: smart growth, strong infrastructure, a great quality of life and a city organization that delivers dependable service. We’re keeping our message simple and repeatable, because clarity helps everyone—residents, businesses, staff and partners.
We’re using one quick test for every decision:
• Good for the City.
• Good for Citizens.
• Good for Employees.
And we’re organizing our 2026 work around four pillars: Growth Ready, Great Place, Great Service and Great Team.
Pillar 1: Growth Ready — “Open for business” with clear expectations
Our Comprehensive Plan calls for growth that is guided, not chaotic. That means we plan ahead for water, roads, utilities and development standards—so growth does not outpace services.
In 2026, our growth-ready work includes:
• Water Tower Completion (April 2026) and Water Lines To/From Tower
• Electric Power Infrastructure to WISD and an Electric Infrastructure Evaluation
• Wastewater Plant Upgrades
• Road Improvement
• Water Meter Refresh and Electric Meter Refresh
Why it matters: these are the “bones” of a healthy city. When infrastructure is reliable, neighborhoods stay stable, businesses can invest with confidence and we can keep service levels strong as Whitesboro grows.
Pillar 2: Great Place — keeping the small-town feel while adding things families want
A major theme in the Comprehensive Plan is quality of life: parks, public spaces, downtown, community identity and activities that bring people together.
In 2026, you’ll see visible upgrades like:
• Landscape Refresh – downtown/city hall
• Tot Lot Park Clean-up and Practice fields at Tot Lot
• Whitecotton Park Bathroom
• Dog Park
• Cherry Street Park – New
• Park Equipment
• Library Children’s Room and Library Signage
• Signage Creation
Why it matters: these are the projects that make Whitesboro feel cared for. They create pride, give families more reasons to stay local and help downtown remain the heart of our community.
Pillar 3: Great Service — owned issues, predictable closeouts
Here’s a simple promise we’re making in 2026: If you report it, it gets owned—and you get a closeout.
That’s not just a slogan. It’s a standard. We’re tightening up how we track work, how we hand off between departments and how we communicate when something is done.
To support that, we’re investing in tools and systems that reduce rework and improve response:

• Water Meter Refresh and Electric Meter Refresh
• CAD (Computer Assisted Dispatch) Deployment
• PARD Automation
• Cemetery Records Application
• Audit Completion
We’re also committed to better coordination with partners like TxDOT, the County and WISD so projects don’t surprise residents and timelines are clearer.
Pillar 4: Great Team — one team, one standard
The Comprehensive Plan is not just about projects. It’s also about how we operate as a city. Strong service requires a strong internal culture.
In 2026, we’re leaving behind old friction, unclear ownership and “not my job” handoffs. We’re moving toward city-first decisions, clear priorities and shared accountability.
Two key standards you’ll hear us repeat:
• Work orders are the standard for requesting help, tracking progress and closing the loop.
• If something is blocked for 10 business days, it gets elevated—no stuck projects.
That may sound like inside baseball, but it affects residents directly. When we operate as one team, projects move faster, service is more consistent and problems don’t bounce around.
Safety and accountability stay front and center. While we build and improve, we also protect the basics. Our 2026 priorities include full-time fire service, ordinance enforcement and full-time police.
Our goal is simple: do what we say, deliver visible wins and close the loop on everyday issues.
