C’ville dedicates new pavilion in memory of Randy Roach

At last week’s regular scheduled City Council meeting, the Collinsville Park Association announced its new park pavilion dedication that took place last Sunday, Sept. 14.

The association dedicated the city’s new park pavilion to the late Randy Roach, former Police Chief and Mayor for the City of Collinsville.

When the park board considers naming a city location in town, they look for certain qualities in the individual to be honored – leadership, service and a true servant’s heart.

Roach displayed these qualities and more. He was not only a leader in his personal life (a devoted husband, loving father, son, friend and brother), but he was also a dedicated servant to the Collinsville community. He protected the small town as Police Chief, and after retiring from the police force, he continued his service as Mayor of Collinsville. Though he later had to step down due to his diagnosis of ALS, his impact on the community has never wavered.

The Collinsville Park Association is proud to dedicate this pavilion to Roach as a way of showing him, his family and his friends how deeply the town of Collinsville appreciates the time, service and love he gave to everyone.

There are two plaques located at the new pavilion built this year to commemorate this day, displaying the quote, “A community is shaped by those who give their heart to it.”

The Collinsville Park Association also reported that it has also secured two new basketball goals which will be installed on the other side of the pavilion by the end of October. This fall, they will also reinstate their free Move on the Square events, with “Hocus Pocus” to be played at the ballfields.

Keep Collinsville Beautiful (KCB) announced that it is working on its flag project for Veterans Day and that the fire department will assist in getting American flags up around town. In future events, KCB will hold its annual Recycle Day on Oct. 4, and it is securing new decorations for this year’s Holiday on the Square, for which they’ll decorate on Nov. 28. (Volunteers are needed.) The group is also looking for locations for its annual Tour of Homes which takes place each December. 

The Collinsville Community Library had a gate count of 219 last month. They are well into their month-long kindness project for September: create a card for the Collinsville Police Department to thank officers for working to protect Collinsville citizens. Children, teens and adults are encouraged to stop by the library to create a card (use a provided template or create your own!). Cards will be provided to the police department at National Night Out on Oct. 7.

After department reports, the council approved the following:
- Declared Oct. 7, 2025 “National Night Out” in the City of Collinsville, TX
- Approved the city’s organizational chart
- Revoked a previous TMRS vesting period election and approving a five-year vesting period in accordance with Chapter 854 of the Texas Government Code
- Updated an interlocal agreement between Collinsville and Whitesboro to provide ambulance service within Collinsville

Lastly, the council agreed to adopt the Fiscal Year 2025-2026 Annual Budget.
